Outreach Strategy is officially out!

The MOVE-UP Outreach Strategy describes measures to be used by ALE providers to support their efforts in involving, engaging and guiding mothers with low qualifications in the MOVE-UP Upskilling Pathway.

By mapping outreach practices and guidelines for adapting them to unemployed mothers and designing the strategy with key stakeholders, the strategy addresses unemployed mothers with low qualifications, ALE practitioners and other stakeholders as policy makers, NGOs, researchers, community organisations, and volunteers.

Key takeaways on the development phase:
  • The main target group in the four collaborating countries varies in profiles and characteristics throughout the strategy's design phases.
  • These women are vulnerable to social exclusion due to gender, education, and employment factors. The transition to parenthood is a critical period, often exacerbating inequalities and intersectional discrimination, further intensified by the impact of the COVID-19 pandemic.
  • The MOVE-UP stakeholder approach aims to mobilise stakeholders in different countries in developing and implementing activities.
  • Peer learning and reviewing methodologies involve practitioners, foster systemic change for lifelong learning, and promote gender equality.
  • The Adult Education systems must adopt a gender-oriented approach, considering women's specific needs and skills acquired as mothers.


45 practices were mapped

at different scales of application and three main areas of action emerged from the mapping as crucial to foster women engagement and empowerment: personal relations, context and organisational aspects.


10 focus groups have been organised involving 94 participants, including facilitators and notetakers, women and ALE professionals, stakeholders from public and private sectors, discussing main questions: Which factors are crucial in outreach strategy to overcome gender bias and stereotypes? Which strategies are useful to make evident and valued the target group’s experience as women and mothers in the context of lifelong learning? Which are the context-related factors that affect women’s empowerment?

How to overcome them starting from the outreach strategy?


Project partners identified target groups at national level. The implementation of the strategy at national level involved, in a first phase, ten women per country. After this experimental implementation, the strategy will be further adapted based on results and feedback and will be implemented in full, reaching 40 women per country. In total, 161 women were identified in the 4 project countries. During testing and implementation, teachers/trainers and EFA professionals contributed their feedback on the tested tools and on the target groups' experience in choosing and using the tools and in participating in this outreach process.

The most used tools were the debate simulation, flyers for mothers and tips for supporting dialogue with key actors and stakeholders. The majority of stakeholders considered the tool useful during the outreach process, as well as easy to manage. All participants found the necessary information on the Outreach Strategy, as well as the specific tools to use.

Regarding the experience of mothers - direct target group of the project - during this outreach process, the majority considers to feel comfortable taking part in the outreach activities and tools testing. Almost all identify themselves in the pictures chosen and believe the materials are not vehicles to reinforce stereotypes. However, important suggestions were made considering the importance of a simple and approachable language, caution when translating the materials and care when choosing the images for the materials, which represent mothers and their heterogenous profile.

Opportunities found in the implementation:
  • Engaging stakeholders at regional/national level in joining to the MOVE-UP Alliances - group of experts aimed at supporting engagement and long-term cooperation to support women (re)access training and labour market.
  • Discussing common solutions about how to effectively implement the Outreach Strategy and be informative towards stakeholders.
  • Reflecting about the perception of motherhood and about why motherhood can represent an asset in labour market.
  • Enable practitioners to use the outreach tools with their reference target groups.
  • Strengthening contacts and relationships with organisations and women interested in participating in MOVE-UP project.
And main challenges emerging from the implementation phase:
  • Reach women and motivate them to participate in the assessment of skills acquired thanks to motherhood experience (next phase of the project).
  • Many of the women within the target group of the project are part of vulnerable groups and sometimes can be difficult to engage.
  • The skills acquired through motherhood are not valued by society or women themselves.
  • Society tends to portray mothers as emotional, and doesn’t recognise the competences that motherhood allows to develop and/or reinforce, as well as the relevance of these competences for training and labour market.
